October 21, 2021 <br />Page 2 <br />B. California Special District's Association's (CSDA) Proposed By-law Changes <br />Friedl reported CSDA routinely reviews their governing documents for potential <br />updates. CRPD was especially encouraged to cast their vote given they are one of the <br />larger and more involved Districts in the organization; it was also mentioned at the <br />recent Ventura County Special Districts Association meeting. Friedl reviewed the <br />suggested changes, which are largely non -substantive. <br />(Cusworth arrived 6:09pm) <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to authorize General <br />Manager to cast the Conejo Recreation and Park District's vote in favor of <br />CSDA's proposed By-law Changes. <br />A. Annual Update to Conejo Recreation and Park District's Water Conservation <br />Plan <br />Friedl reported that the District has been addressing water conservation for many <br />years; the leader guiding this effort has been Hare. Hare reported that the water <br />updates have improved over the years; he proceeded to review a history of the <br />District's efforts at water conservation. He expressed thanks to the current CRPD <br />Board, as well as to past Boards, for their support of these efforts. For some <br />background on tonight's report, he referenced supplemental information provided the <br />Board this evening, which were Board memos from 2014 - "Water Conservation Policy <br />and Practices" and 2015 - "California's Severe Drought and CRPD's response in <br />Terms of Water Conservation Recommendations." California leadership has taken <br />the drought very seriously. Hare reviewed what the State is doing this year and shared <br />details of how the District has responded over the years to conserving water, including <br />turf reduction, replacing grass with drought tolerant plantings, using reclaimed water <br />at Triunfo Park and North Ranch Neighborhood Park, and adding an Irrigation <br />Technician to CRPD's staff. Efforts continue to make water conservation a way of life. <br />Hare reiterated his appreciation for the Board's commitment to water conservation and <br />for being leaders in the community. He answered Board member's questions and was <br />thanked for his informative presentation. <br />It was moved by Lange, seconded by Cusworth, and carried 5-0 to approve <br />annual update report on the District's Water Conservation Plan. <br />A.
