October 7, 2021 <br />Page 2 <br />Comparison of Conejo Valley Unified School District and Conejo Recreation & Park <br />District Jurisdictional Boundaries. LAFCO Sphere of Influence and Change of <br />Organization Applications <br />Friedl reported this is a "brainstorm" item and one he felt worthy of introducing at a Board <br />meeting at this time. He would like to continue to explore what it might mean for the District if <br />the CRPD boundaries were the same as those of the Conejo Valley Unified School District <br />(CVUSD). Friedl referenced the handouts provided to the Board — a memo from HdL Coren & <br />Cone entitled "Analysis of properties within Conejo Valley USD outside of Conejo Recreation <br />and Park District", a map analysis of properties within CVUSD and outside of CRPD showing <br />CRPD boundaries, and a map of CVUSD approved trustee areas. CRPD does provide services <br />to those residents outside of the current boundaries. He provided info on the assessed valuation <br />of' this area; the District would likely gain about $280,000 annually should the boundaries be <br />extended. Annexation is a complicated procedure, Friedl shared some details of the process, <br />which would include consent of the property owners. He reviewed the possible reasons the <br />County might be in favor of the annexation and acknowledged the County may be reluctant to <br />share tax revenues. Discussion ensued and all Board members agreed this was a concept <br />worth pursuing further. <br />9. NEW ITEMS <br />A. County of Ventura Human Services Agency Evacuation Shelter and Temporary <br />Evacuation Point Agreement <br />Callis reported that on April 20, 2020, the Board approved the Emergency Care and <br />Shelter Services MOU between the City of Thousand Oaks, CRPD and the American <br />Red Cross of Ventura County, and on June 25, 2020, CRPD entered into a Shelter <br />Agreement with the American Red Cross. The Agreement presented for approval this <br />evening would grant the County of Ventura use of CRPD facilities as emergency <br />shelters and/or temporary evacuation points during a disaster; it would also provide <br />CRPD more access to support resources in an emergency. This agreement is similar <br />to the aforementioned agreements with the City and the Red Cross. <br />It was moved by Huffer, seconded by Lange, and carried 5-0 approve the <br />Evacuation Shelter and Temporary Evacuation Point Agreement with the County <br />�#rf Ventura Human Services Agency. <br />10.
