September 16, 2021 <br />Page 3 <br /> <br /> <br /> 2. Approve proposed FY 2021-22 Budget Adjustments <br /> <br />C. MRCA Final Budget <br /> <br />Smith reported that the governing boards of both the Mountains Recreation and <br />Conservation Authority (MRCA) and the Rancho Simi Recreation and Park District <br />(RSRPD) have already approved the 2021-2022 budget for MRCA. The Santa <br />Monica Mountains Conservancy Board will vote to approve the budget on September <br />20. The budget is $72 million, which is substantially larger than the typical $40 million <br />budget The largest addition to the budget is $20.7 million funded by a grant from the <br />California Natural Resources Agency to rebuild three camps that were destroyed by <br />recent wildfires. Other noteworthy additions include $7.4 million for the Taylor Yard <br />G2 River Park Project, $4 million for fire resiliency, and $2.5 million for ongoing <br />Woolsey Fire restoration projects. Salaries are being increased to accommodate the <br />filling of 16 vacancies in already existing positions, the addition of 10 new permanent <br />positions, and the inclusion of 10 seasonal positions relating to the fire resiliency <br />projects. <br /> <br /> It was moved by Cusworth, seconded by Holt, and carried 5-0 to approve the <br />Mountains Recreation and Conservation Authority (MRCA) Final Budget for <br />Fiscal Year 2021-22 <br /> <br />D. Proposed New Full Time Information Technology Assistant Position <br /> <br /> Smith introduced Mark Segedie, CRPD Information Technology Supervisor. Segedie <br />reported on the status of the Information Technology (IT) Department in the wake of <br />COVID-19. The department has had to provide unprecedented amount of support to <br />District operations with the influx of telecommuting, virtual meetings, and digital <br />communication tools. Security and anti-virus protocols are now more important than <br />ever. Over 2 TB of data is now being managed and backed up, both on-site and off- <br />site. Additional support is being provided to MRCA as their staff team and <br />technological needs continue to expand. To keep up with these increasing demands, <br />it is recommended to approve a new full-time position and job description for an <br />Information Technology Assistant. <br /> <br /> Cusworth commended the IT staff for their efforts in seamlessly transitioning the <br />Board Meetings to a hybrid virtual format. She agreed with Segedie that cyber <br />security is becoming increasingly important. Lange also commented on the growing <br />importance of transparency in communication. Huffer thanked the IT staff for <br />assisting with the CSVP Income Tax Program’s infrastructure in recent years.
