September 16, 2021 <br />Page 2 <br /> <br />8. ITEMS FOR DISCUSSION <br /> <br />9. NEW ITEMS <br /> <br />A. Rebid for Alex Fiore Teen Center and Goebel Adult Community Center <br />Expansion and Renovation Project <br /> <br /> Mooney reported that seven bids were received on Tuesday, August 24, 2021. The <br />lowest bid was rescinded due to cost errors. The second-lowest bid was protested <br />by a competitor due to the omission of a subcontractor. To promote a fair and <br />competitive bidding process, it is recommended to reject all bids and authorize staff <br />to rebid the project after appropriate adjustments are made to the contract <br />documents. The hope is that new bids would be received in November 2021. All prior <br />bidders would be notified and eligible to rebid. <br /> <br /> Nickles inquired how it is determined whether an omission is substantial enough to <br />warrant a rebid process. Mark Sellers, legal counsel to CRPD, clarified that each <br />subcontractor who will perform any service in excess of 0.5% of the prime <br />contractor’s total bid must be listed in the bid. <br /> <br /> It was moved by Cusworth, seconded by Lange, and carried 5-0 to reject all <br />bids and authorize staff to rebid the project after appropriate adjustments to <br />the contract documents. <br /> <br />B. Budget Adjustments for Fiscal Years (FY) 2020-21 & 2021-22 <br /> <br /> Smith reviewed the proposed adjustments to the operating budget. Although prior <br />year adjustments are not essential, they are beneficial in future planning and to better <br />explain overages during the audit process. <br /> <br />Among the adjustments to the prior fiscal year (2020-21) are increased expenses <br />related to the COVID-19 pandemic, a new arrangement in payments for the <br />Community Pool at California Lutheran University, increases in water usage during <br />an extended refurbishment period, and beginning the Rancho Potrero refurbishment <br />project earlier than originally planned. <br /> <br />For the current fiscal year (2021-22), the adjustments are carry-over funds in the <br />Capital Improvement Program primarily due to project timing. <br /> It was moved by Huffer, seconded by Cusworth, and carried 5-0 to: <br /> <br /> 1. Approve proposed FY 2020-21 Budget Adjustments; and
