July 15, 2021
Page 4
E. Create Ad Hoc Committee to Explore Potentially Suitable Solutions,
Locations and Partners to Create Additional Pickleball Courts in Conejo
Recreation and Park District
Hare explained why staff is recommending the creation of an ad Hoc committee.
This evening's discussion should revolve around the process to come up with a
solution, not the solution itself. The plan is for the ad Hoc committee to come
back to the Board in the future with possible recommendations. Hare reviewed
the history of pickleball at the District, which began in 2013 at Del Prado Playfield.
He provided data on the number and location of courts throughout the District
and in the broader geographical area and reviewed minimum requirements
necessary for a pickleball facility. Once possibilities are narrowed down, staff can
do public outreach and create a more specific plan. There are a variety of options
available including partnering with other agencies. All Board members support
the formation of the ad hoc committee and Holt and Huffer were selected to serve.
It was moved by Cusworth, seconded by Huffer, and carried 5-0 to create
an, ad hoc committee of Huffer and Holt to explore potential suitable
solutions, location and partners to create additional pickleball courts in
Conejo Recreation and Park District.
F. Temporary Lease Agreement with Reign of Terror Haunted House, Inc. and
Thousand Oaks Marketplace, LP as Landlord
Callis provided a history of CRPD's relationship with Reign of Terror Haunted
House. Last year, there was no event due to the pandemic, and the Thousand
Oaks Marketplace waived the lease agreement fee. This year, the rent for the
space at the Thousand Oaks Marketplace is $75,000. This amount will come out
of the proceeds from the event. Aside from the amount and the dates, the lease
remains the same as last year.
It was moved by Cusworth, seconded by Lange, and carried 5-0 to authorize
General Manager to sign and execute a lease agreement between Thousand
Oaks Marketplace, LP and Reign of Terror Haunted House, which is similar
to the 2020 lease.
G. Award Bid to Unlimited Engineering Contracting Inc. for $1,693,000 Base
Bid plus contingency in the amount of $137,000, totaling $1,830,000 for
Construction of Playground Improvements at Lang Ranch Neighborhood
Park, Triunfo Community Park, Southshore Hills Park and Thousand Oaks
Community Park.
