July 15, 2020'� <br />Page 3 <br />has worked on past District projects. The contract is structured; upon completion <br />of Phase 1, staff will return to the Board for an update and recommendation for <br />further action. Hare answered Board Members' questions. <br />It was moved • • seconded • • and -•" 5-0 to • <br />General Manager to enter into a contract with California Skateparks in the <br />total amount of $27,800 for Phase 1 Design and Estimating Services for <br />Borchard Community Park Skatepark Renovation Project. <br />C. Authorization to Continue with Professional Services Agreement with <br />Willdan Regarding Formation of Community Facilities District and Possible <br />Revenue Measure <br />Friedl reviewed the history leading up to entering into the District's current <br />Professional Services Agreement with Willdan, the public finance consulting firm <br />assisting the District with the consideration and creation of a possible revenue <br />measure. This work began just before the global pandemic hit, at which time the <br />staff's and ad hoc committee's efforts were suspended. Work has recently <br />resumed, and there may be sufficient support to continue with the Professional <br />Services Agreement. Work will continue with the ad hoc committee and the <br />consultants, and the survey results will be brought back to the Board at a later <br />date with a recommendation on whether or not to put the measure on the ballot. <br />It was moved by Huffer, seconded by Lange, and carried 5-0 to authorize <br />staff to proceed with Professional Services Agreement with Wilidan <br />Regarding Formation of Community Facilities District and Related Revenue <br />Measure. <br />D. Manufactured Home Purchase in the amount of $157,050 for Rancho <br />Potrero Community Equestrian Center <br />Hare reported this manufactured home purchase is part of the planned <br />improvements for the Rancho Potrero Community Equestrian Center and part of <br />the agreement between the District, the City of Thousand Oaks and the lease <br />with Ride On. This vendor, Factory Select Homes, was used by the City for their <br />purchase of the caretaker's unit, and is deemed in the best interest of the public. <br />It will be occupied by a yet -to -be hired Ranch Manager, who will be an employee <br />of Ride On. <br />It was moved • Huffer, seconded • Cusworth, and carried 5-0 to award <br />the <br />• of a Manufactured Home from Factory Select Homes in the <br />amount of $157,050 for Rancho Potrero Community Equestrian Center. <br />
