C. Authorization to Continue with Professional Services Agreement with Willdan Regarding Formation of Community Facilities District and Possible Revenue Measure Friedl reviewed the history leading up to entering into the District's current Professional Services Agreement with Willdan, the public finance consulting firm assisting the District with the consideration and creation of a possible revenue measure. This work began just before the global pandemic hit, at which time the staff's and ad hoc committee's efforts were suspended. Work has recently resumed, and there may be sufficient support to continue with the Professional Services Agreement. Work will continue with the ad hoc committee and the consultants, and the survey results will be brought back to the Board at a later date with a recommendation on whether or not to put the measure on the ballot. It was moved by Huffer, seconded by Lange, and carried 5-0 to authorize staff to proceed with Professional Services Agreement with Wilidan Regarding Formation of Community Facilities District and Related Revenue Measure. D. Manufactured Home Purchase in the amount of $157,050 for Rancho Potrero Community Equestrian Center Hare reported this manufactured home purchase is part of the planned improvements for the Rancho Potrero Community Equestrian Center and part of the agreement between the District, the City of Thousand Oaks and the lease with Ride On. This vendor, Factory Select Homes, was used by the City for their purchase of the caretaker's unit, and is deemed in the best interest of the public. It will be occupied by a yet -to -be hired Ranch Manager, who will be an employee of Ride On.
