Authorize General Manager to enter into a grant agreement with the City of Thousand Oaks - Conejo Creek Southwest Park Development Project in substantial compliance with the attached. 2. Recognize grant revenue in the amount of $1,500,000 and appropriate to Conejo Creek Southwest Park Development Project (Account 13-804-811-81304-001). 3. Approve development of Conejo Creek Southwest Park. 4. Award bid to Marina Landscape, Inc. for $3,770,000 Base Bid plus contingency in the amount of $371,000 totaling $4,141,000 for construction of restroom, parking lot, landscaping, playground, fitness nodes, shade structures, and other park amenities at t�onejo Creek Southwest Park. DISCUSSION History and CEQA Compliance On March 14, 2019, the Board adopted Resolution No. 032119-B, which adopted the Final Mitigated Negative Declaration for Conejo Creek Southwest Park Project pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines. On February 4, 2021, the Board approved a $3,000,000 interfund loan from unallocated reserves to Park Development Fee Zone IV to assist the development of the park project. Since February 2021, staff has coordinated the fin( -@0 plans and permits with the consultant -'eam to execute the project.
