Approve improvements at Rancho Potrero — Area 1. <br />2. Award bid to FS Contractors, Inc. for $544,000 Base Bid plus contingency in the amount of $46,000, <br />totaling $590,000 for construction of improvements at Rancho Potrero — Area 1. <br />DISCUSSION <br />History and CEQA Compliance <br />In January 2008, the Thousand Oaks City Council, Conejo Recreation and Park District Board of Directors, <br />and the Conejo Open Space Conservation Agency Board of Directors jointly approved a conceptual plan <br />for the Rancho Potrero property, to serve as a guide for the preparation of Specific Plan No. 19. <br />Specific Plan No. 19 serves to preserve open space, with an area adjacent to Lynn Road reserved for an <br />equestrian center, which is consistent with the City of Thousand Oaks' General Plan goals of preserving <br />the spaciousness and attractiveness of the Conejo Valley, providing and maintaining a system of natural <br />open space and trails, and providing recreational opportunities consonant with community expectations. <br />In April 2010, the Thousand Oaks City Council adopted Resolution No. 2010-028, which approved the <br />Rancho Potrero Specific Plan No. 19 and the Final Mitigated Negative Declaration and associated <br />Mitigation Monitoring Plan. <br />SMMC Grant and Project Information <br />In June 2020, the Santa Monica Mountains Conservancy adopted a resolution awarding a $600,000 <br />Proposition 68 competitive grant to the District for the construction of the Rancho Potrero — Area 1 <br />Improvement Project. <br />The project includes the development of the remnant Olympia Farms barn pad into a shaded passive picnic <br />area, outdoor classroom, and horse corral for public and programmed use. The installation of a waterline <br />to the project area will supply drinking fountains for users as well as their horses within the corral and <br />irrigation for new trees and plant material. In total (24.) Oak trees will be installed including several large <br />specimen trees to provide immediate shade for the picnic tables and seating areas.
