Conejo Recreation & Park District
GENERAL MANAGER
Jim Friedl
DATE: July 15, 2021
TO: Board of Directors
FROM: Jim Friedl, General Mana
BOARD OF DIRECTORS
Doug Nickles, Chair
Nellie Cusworth, /ice Chair
George M. Lange, Director
Susan L. Holt, Director
Chuck Huffer, Director
GENERAL MANAGER EMERITUS
Tex Ward
SUBâ–º.JECT: Manufactured Horde urch for Rancho Potrero Community/ Equestrian
Center
RECOMMENDATION
Award the purchase of a Manufactured Home from Factory Select Homer in the amount of
$15-1',050 for Rancho Potrero Community Equestrian Center.
DISCUSSION
Purchasing Process
In accordance with the Board -approved District purchasing policy, staff considers the
Manufactured Home as special equipment as they are "unique supplies, machinery, computers
or other equipment which are not generally and regularly ordered in bulk by the District and which
must perform complex tasks, or integrate efficiently with existing equipment, supplies, or
operations".
During the time the City of Thousand Oaks was managing the equestrian property, a
manufactured home was purchased from Factory Select Homes to serve as the caretaker's unit
for the facility. Through the process of that purchase, several details were reviewed from
numerous vendors, including, warranties, servicing obligations, and product performance in
addition to price of the product. The purchase of the caretaker's unit was deemed in the best
interest of the public.
Consistent with the purchasing process of the caretaker's unit and to integrate efficiently with the
existing structure, the new manufactured home is proposed to be purchased from the same
supplier. The proposed purchase of the Ranch Manger House unit is deemed in the best interest
of the public. The Ranch Manager House will be a key improvement implemented during this
upcoming year. The improvement will assist in the management and operations of the Rancho
Potrero Community Equestrian Center.
ADMINISTRATIVE OFFICES
403 West Hillcrest Drive, Thousand Oaks, CA 91360-4223
805-495-6471 1 Fax: 805-497-3199 1 parks@crpd.org I www.crpd.org
