Determine that the Lang Ranch Neighborhood Park, Triunfo Community Park, Southshore Hills Park and Thousand Oaks Community Park Playground Improvement Project are categorically exempt from the California Environmental Quality Act (CEQA). 2. Approve playground improvements at Lang Ranch Neighborhood Park, Triunfo Community Park, Southshore Hills Park and Thousand Oaks Community Park 3. Appropriate $98,000 from Capital Projects Fund, Unassigned Fund Balance; $53,000 to Lang Ranch Neighborhood Park Playground Improvement Project Account 62-802-811-80501-0014 and $45,000 to Thousand Oaks Community Park Playground Improvement Project Account 62-803-811-80103-003. 4. Appropriate $167,000 from Park Development Fee (PDF) (aka "Quimby Fee") Zone I; $97,000 to Triunfo Community Park Playground Improvement Project Account 13-801-8,11-80103-003 and $70,000 to Southshore Hills Park Playground Improvement Project Account 13-801-811-80102-003. 5. Award bid to Unlimited Engineering Contracting Inc. for $1,693,000 Base Bid plus contingency in the amount of $137,000, totaling $1,830,000 for construction of playground improvements at Lang Ranch Neighborhood Park, Triunfo Community Park, Southshore Hills Park and Thousand Oaks Community Park . CEQA COMPLIANCE For the Board consideration and approval, District staff believes the Lang Ranch Neighborhood Park, Triunfo Community Park, Southshore Hills Park and Thousand Oaks Community Park Playground Improvement Project qualify for a Class 2 Categorical Exemption, pursuant to Section 15302 of the CEQA Guidelines. Class 2 exemptions include replacement of existing structures and facilities where the new structure will be located on the same site as the structure replaced. In these projects, the existing play equipment is being replaced in the same or directly adjacent location. For the Board consideration and approval, District staff believes the Thousand Oaks Community Park Playground Improvement Project additionally qualifies for a Class 1 Categorical Exemption, pursuant to Section 15301 of the CEQA Guidelines.
