Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUB,.JECT: Contract with RRM Design Group in the amount of $607000 for Phase 1 <br />(General Plan Update Coordination) and Phase 2 (Draft Master Plan Services) <br />RECOMMENDATION <br />Authorize General Manager to enter into a contract with RRM Design Group in the total amount of <br />$60,000 for Phase 1 (General Plan Update Coordination) and Phase 2 (Draft Master Plan Services). <br />DIS(�USSION <br />Over the past two years, the City of Thousand Oaks has been coordinating the update to their General <br />Plan. The General Plan is the planning and policy document that guides development, enhancement, <br />and conservation in Thousand Oaks. Its purpose is to establish the community's vision for how it will <br />evolve in the years to come and to put tools in place to implement that vision. Further information can <br />be found at www.toaks2045.org. <br />As the City's vision evolves, so will District's parks and facilities need to change to serve the <br />community. The District's Master Plan serves as the Recreation Element of the City's General Plan <br />and, therefore, District staff has been involved throughout the General Plan process; however, in order <br />to assist in the land use and policy review of the General Plan as well as positioning the District for <br />future growth and development in unison with that of the City, staff believes utilizing an outside <br />consultant would be beneficial to the process. <br />RRM Design Group has worked on past and current District projects (McCrea Ranch Visitor Center, <br />Sapwi Trails Community Park, and Teen and Adult Center Expansion Project), various City of <br />Thou:3and Oaks projects, and various general plan updates/housing elements for other agencies. <br />Thus, due to RRM's demonstrated competence, professional qualifications, and familiarity with the <br />District and City, staff recommends entering into a contract for these services. Staff considers the cost <br />of these services to be fair and reasonable. <br />Furthermore, the contract is structured so that, at this time, the District is only obligated for RRM to <br />complete Phase 1 (General Plan Update Coordination of proposed planning and policy documents) <br />and Phase 2 (includes a draft update of the District's Master Plan).
