Resolution 061721 -A Page 2 <br />WHEREAS, during the 30 -day comment period of the prepared Initial Study/Mitigated Negative <br />Declaration, two (2) comment letters/emails were received and are included in the "Response to <br />Comments" section attached hereto; <br />WHEREAS, all comments were carefully analyzed and responses were prepared in the <br />Responses to Comments section of the Initial Study/Mitigated Negative Declaration; <br />WHEREAS, the Board of Directors was presented with the attached Conejo Creek Southwest <br />Park Initial Study/Mitigated Negative Declaration, including the comment letters and the CRPD's <br />responses thereto (collectively the "IS/MND"), a Project Mitigation Monitoring and Reporting <br />Program, and the June 17, 2021 staff report and attachments thereto; and <br />WHEREAS, on June 17, 2021, the Board held an open public hearing on and for considering its <br />approval of the Conejo Community Park and Center Project. <br />NOW THEREFORE, the Board of Directors of the Conejo Recreation and Park District makes the <br />following declarations and findings: <br />1. In accordance with CEQA Guidelines Sections 15074(a), the Board finds CRPD staff <br />considered the IS/MND and the Project Mitigation Monitoring and Reporting Program prior <br />to making a recommendation to the CRPD Board of Directors to approve the Project and <br />adopt the IS/MND and the Project Mitigation Monitoring and Reporting Program; <br />2. In accordance with CEQA Guidelines Sections 15074(b), the CRPD Board of Directors has <br />considered the IS/MND together with comments received during the public comment period <br />and at the public hearing on this Project prior to taking any action on the Project. The CRPD <br />Board finds on the basis of the whole record before it (including the IS/MND and any <br />comments received) that there is no substantial evidence that the Project, following the <br />incorporation of mitigation measures, will have a significant effect on the environment, and <br />that the IS/MND reflects CRPD's independent judgment and analysis; <br />3. A Mitigation Monitoring and Reporting Program has been prepared for the Project <br />("MMRP"), which serves as the program for reporting on and monitoring the Project <br />construction and operation, including any changes which have either been required to the <br />Project or made as a condition of its approval, is to be enforced and used in order to <br />mitigate or avoid significant environmental effects; that MMRP is attached to the staff report <br />prepared for the approval of the Project and is incorporated by reference into this <br />Resolution adopted by the CRPD Board of Directors. <br />4. The Board finds that the MND for the Project has been completed in compliance with CEQA <br />and the CEQA Guidelines. <br />NOW THEREFORE, the Board of Directors of the Conejo Recreation and Park District resolves <br />as follows: <br />1. In accordance with CEQA Guidelines Sections 15074(b) and 15074(4), the CRPD Board <br />of Directors adopts the IS/MND and the Project Mitigation Monitoring and Reporting <br />Program ("MMRP") for the Project; and, <br />
