Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />DATE: June 17, 2021 <br />TO: Board of Directors <br />FROM: Jim Friedl, General Manag <br />SUBJECT: Memorandum of Understanding (MOU) with Service Employees International <br />Union (SEIU) Local 721 <br />RECOMMENDATION <br />Approve Resolution Number 061721-B, approving the MOU between the District and SEIU <br />Local 721 and adjusting employee compensation and benefits, as outlined herein. <br />DISCUSSION <br />The proposed MOU was arrived at through the regular meet -and -confer process as outlined in <br />state law and as set out under the provisions of the District Resolution 6172-A. All agreed upon <br />matters have been incorporated into the proposed MOU. Represented employees ratified this <br />agreement on June 9, 2021. <br />In addition to some minor language revisions, in terms of economic changes, the proposed <br />MOU provides for salary adjustments of 2.25% beginning the first pay period including July 1, <br />2021 and 2.75% salary adjustment the first pay period including July 1, 2023. <br />The provisions below summarize and highlight some of the more significant portions of the <br />proposed MOU that have changed from the existing MOU: <br />• Article 2 — Term- Two years (July 1, 2021 — June 30, 2023) <br />• Article 11 — SEIU Dues, Deductions and New Employee Orientation — reorganized and <br />updated <br />• Article 15 — Salary Plan <br />A total compensation survey will be completed within five years of adoption of this <br />MOU; <br />- Employees salaries increased 2.25% in July of 2021 and 2.75% in July of 2023. <br />ADMINISTRATIVE OFFICES <br />403 West Hillcrest Drive, Thousand Oaks, CA 91360-4223 <br />805-495-6471 1 Fax: 805-497-3199 1 parks@crpd.org I www.crpd.org <br />
