Staff Recommendation: That the Governing Board adopt the attached resolution approving the Mountains Recreation and Conservation Authority Preliminary Budget for Fiscal Year 2021-2022. Background: Attached foryour review and approval is the Preliminary Budget for Fiscal Year 2021-2022. Section 6500 et. seq. of the Government Code, and MRCA Joint Exercise Powers Agreement, Section 11.3 state: "...The Authority shall prepare an annual budget, in a form approved by the Conservancy and the Districts, which shall be submitted in the time and manner as specified by the Conservancy and the Districts..." This proposed preliminary budget is planned to be submitted to the governing boards of the three MRCA Joint Powers Agreement (JPA) partner agencies (the Rancho Simi Recreation and Park District, the Conejo Recreation and Park District, and the Santa Monica Mountains Conservancy) for consideration at their June 2021 meetings. The proposed preliminary budget submitted for consideration is the fiscal year 2020-2021 adopted budget, adjusted for significant and/or non recurring items. This action allows authority for expenditures beginning July 1, 2021, while providing the necessary time for development of the final budget which is currently underway.
