Holt, Director In preparation for relocating the District administrative offices to 401 Hillcrest, and in order to fund the tenant improvements at that site, staff reviewed a real estate appraisal for the District -owned parcel at 155 East Wilbur, the District's current office. In addition, staff has received an appraisal for the 3.12 -acre District -owned parcel within the Conejo Ridge Business Park in Rancho Conejo. The Rancho Conejo property has no present or contemplated public use and the Wilbur property will have no use to the District once the District moves its offices to 401 Hillcrest. Therefore, staff suggests the Board consider designating each of these parcels as "Surplus Lands." The process for sale of surplus public property is defined in the California Government Code and includes an initial finding, declared by a Resolution of Intention, that the properties to be disposed of "are no longer useful for the purpose for which they were acquired" (Government Code Section 50551). Within that resolution shall be included a notice of a time and place when and where any persons objecting to the sale can show cause why the sale shall not be made; failure to object in writing can constitute a waiver of all objections to the sale. That resolution should be published once a week for two successive weeks in a local newspaper. In the interim between the Resolution of Intention and the time and place fixed for hearing objections to the sale of such surplus property, the District must send a written offer to sell or lease the surplus property to specified governmental agencies, inclusive of the City of Thousand Oaks, Conejo Valley Unified School District, and the State Resources Agency.
