Adoption Of Resolution Number 020101-A, A Resolution Authorizing Conducting An Assessment Ballot Proceeding, And Setting The Time And Place Of Public Hearings To Consider The Establishment Of A Park Maintenance And Recreation Improvement District For The Conejo Recreation And Park District Ward referenced the documentation, and stated that the purpose of the resolution is to accept the preliminary Engineer's Report prepared by Shilts Consultants, Inc, authorize the assessment ballot proceeding and set a time and place for public hearings to consider the establishment of a park maintenance and recreation improvement district. He said that the assessment for an single family parcel is $25; a hearing is proposed to be conducted at the regular Board meeting of April 19; and the Engineer's Report contains a calculation of the services to be provided by the assessment district, the methodology of assigning benefits to individual parcels, the initial budget, and the proposed assessment for each parcel listed in the report for fiscal year 2001-2002. He stated the recommendation. He noted the presence of .cosh Moms of Shilts Consultants, Inc. Morris discussed the methodology for determining the assessment amount for private and commercial properties, schools, and churches, and noted that the Engineer's Report identifies projects for the first year. Lange noted that these funds can not be appropriated by the State government, and said that this fact needs to be communicated to the voters. Mary Harris, of Thousand Oaks, stated her concern about tax money being taken from local agencies by the State, urged that local agencies petition the State for funds seized, and said that local taxes should be used for local parks. It was moved by Lange, seconded by Holt, and carried 5-0 to adopt Resolution Number 020101-A, A Resolution Authorizing Conducting An Assessment Ballot Proceeding, And Setting The Time And Place Of Public Hearings To Consider The Establishment Of A Park Maintenance And Recreation Improvement District For The Conejo Recreation And Park District; that it be read in title only and all further readings be waived.
