Adoption Of Resolution Number 020101-A, A Resolution Authorizing <br />Conducting An Assessment Ballot Proceeding, And Setting The Time <br />And Place Of Public Hearings To Consider The Establishment Of A <br />Park Maintenance And Recreation Improvement District For The <br />Conejo Recreation And Park District <br />Ward referenced the documentation, and stated that the purpose of the <br />resolution is to accept the preliminary Engineer's Report prepared by Shilts <br />Consultants, Inc, authorize the assessment ballot proceeding and set a time <br />and place for public hearings to consider the establishment of a park <br />maintenance and recreation improvement district. He said that the <br />assessment for an single family parcel is $25; a hearing is proposed to be <br />conducted at the regular Board meeting of April 19; and the Engineer's <br />Report contains a calculation of the services to be provided by the <br />assessment district, the methodology of assigning benefits to individual <br />parcels, the initial budget, and the proposed assessment for each parcel <br />listed in the report for fiscal year 2001-2002. He stated the recommendation. <br />He noted the presence of .cosh Moms of Shilts Consultants, Inc. <br />Morris discussed the methodology for determining the assessment amount <br />for private and commercial properties, schools, and churches, and noted that <br />the Engineer's Report identifies projects for the first year. <br />Lange noted that these funds can not be appropriated by the State <br />government, and said that this fact needs to be communicated to the voters. <br />Mary Harris, of Thousand Oaks, stated her concern about tax money being <br />taken from local agencies by the State, urged that local agencies petition the <br />State for funds seized, and said that local taxes should be used for local <br />parks. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to adopt <br />Resolution Number 020101-A, A Resolution Authorizing Conducting <br />An Assessment Ballot Proceeding, And Setting The Time And Place <br />Of Public Hearings To Consider The Establishment Of A Park <br />Maintenance And Recreation Improvement District For The Conejo <br />Recreation And Park District; that it be read in title only and all <br />further readings be waived. <br />
