RESOLUTION NO. 020101-A A RESOLUTION ACCEPTING THE PRELIMINARY ENGINEER'S REPORT, AUTHORIZING CONDUCTING AN ASSESSMENT BALLOT PROCEEDING, AND SETTING THE TIME AND PLACE OF PUBLIC HEARINGS TO CONSIDER THE ESTABLISHMENT OF A PARK MAINTENANCE AND RECREATION IMPROVEMENT DISTRICT FOR THE CONEJO RECREATION AND PARK DISTRICT WHEREAS, on January 4, 2001, the Board of Directors of the Conejo Recreation and Park District ("District") adopted Resolution No. 010401-A proposing the formation of a landscaping and lighting district ("Assessment District") pursuant to the Landscaping and Lighting Act of 1972; and WHEREAS, Resolution No. 010401-A designated Shilts Consultants, Inc. as Engineer of Work for purposes of these proceedings and ordered Shilts Consultants, Inc. to prepare an Engineer's Report in accordance with the Landscaping and Lighting Act of 1972 and Article XHID of the California Constitution; and WHEREAS, Shilts Consultants, Inc. have filed with the Board of Directors of the Conejo Recreation and Park District, a Preliminary Engineer's Report which contains: (a) a calculation of the portion of the services to be provided by the Assessment District constitute a special benefit to the parcels in the District; (b) a methodology for assigning landscaping and lighting assessments to individual parcels; (c) a listing of each lot or parcel of property that would be subject to the proposed landscaping and lighting assessment including public parcels; and (d) the amount of the proposed assessment for each lot or parcel for the 2001/2002 fiscal year. NOW, THEREFORE, BE IT RESOLVED, by the Governing Board of the Conejo Recreation and Park District, County of Ventura, State of California, that the Preliminary Engineer's Report is hereby received and filed; and BE IT FURTHER RESOLVED, by the Governing Board of the Conejo Recreation and Park District that the District General Manager is hereby instructed to conduct an assessment ballot proceeding according to the requirements and provisions of Article XIIID of the California Constitution and Resolution 011801-A; and BE IT FURTHER RESOLVED, by the Governing Board of the Conejo Recreation and Park District that a Public Hearing regarding the proposed formation of the Assessment District shall be held on April 19, 2001 at 7:30 p.m. or as soon after as practical, at the Goebel Senior Adult Center located at 1385 E. Janss Road, Thousand Oaks, California. The Public Hearing shall be conducted according to the procedures in Resolution 011801-A.
