Tex Ward, General Manager SUBJECT: Adoption of Resolution Number 020101-A, A Resolution Accepting the Preliminary Engineer's Report, Authorizing Conducting an Assessment Ballot Proceeding, and Setting the Time and Place of Public Hearings to Consider the Establishment of a Park Maintenance and Recreation Improvement District for the Conejo Recreation and Park District DATE: January 26, 2001 The attached resolution has been prepared by special counsel Betsy Strauss for your consideration. The purpose of the attached resolution is to accept the preliminary Engineer's Report prepared pursuant to Board direction by Shilts Consultants, Inc., authorize the assessment ballot proceeding, and set a time and place of public hearings to consider the establishment of a park maintenance and recreation improvement district. The hearing is proposed to be conducted at the regular Board meeting of April 19, 2001 in accordance with the resolution adopted by the Board on January 18, 2001. That same resolution also set forth the ballot proceedings in accordance with Proposition 218. The Engineer's Report has been prepared and is filed herein. It contains a calculation of the services to be provided by the assessment district, the methodology of assigning benefits to individual parcels, the initial budget, and the proposed assessment for each parcel listed in the report for fiscal year 2001-2002. The District's consultants will be present to review the document and respond to questions.
