As per the District's approved February 2019 purchasing policy (see attached matrix), a request <br />for proposal process would be utilized for a tree services maintenance contract between <br />$60,000.01 and $200,000. After spending the past 18 months trying various tree maintenance <br />companies, staff has been most satisfied with the work of West Coast Arborists, Inc. and <br />Treescapes. Therefore, due to the quality of work, services provided, reasonable price of both <br />vendors, and the informal process already completed, staff recommends waiving the formal <br />request for proposal process and awarding non-exclusive contracts (attached) to both West Coast <br />Arborists, Inc. and Treescapes. District staff is willing to provide opportunities for additional service <br />providers who meet the required qualifications and could recommend to the Board entering into <br />a tree maintenance services contract with another vendor after a trial period. <br />Staff will procure individual tree maintenance services from either West Coast Arborists, Inc. or <br />Treescapes based upon the provider's proposal for the specified work, availability to undertake <br />and complete the services, and quality of prior services during the contract. <br />Although each individual contract dollar total will be in the amount not to exceed $175,000, staff <br />intends not to expend more than $220,000 combined from the tree maintenance budget in any <br />given Fiscal Year. <br />The contract is for a one-year period from March 1, 2021 to February 28, 2022. Staff intends to <br />revisit tree maintenance services contracts on an annual basis and will bring the appropriate <br />recommendations to the Board in February of each year. <br />STRATEGIC PLAN COMPLIANCE <br />Meets 2021 Strategic Plan Goal 2.0 Facilities Element and Objective Strategy: Our objective is to <br />provide and maintain recreational facilities that meet the needs of the community.
