A RESOLUTION OF THE <br />BOARD OF DIRECTORS OF THE <br />CONEJO RECREATION AND PARK DISTRICT <br />ADOPTING FINDINGS AND ESTABLISHNG A POLICY <br />REGARDING BOARD COMPENSATION <br />Pursuant to California Public Resources Code section 5784.15, the Board of Directors of the Conejo <br />Recreation and Park District may annually adopt a written policy, based on a finding supported by <br />substantial evidence, as to why six (6) rather than five (5) meetings per month are necessary for the <br />effective operation of the district. <br />The Board of Directors of the Conejo Recreation and Park District hereby FINDS: <br />1. The Conejo Recreation and Park District has more than 50 parks and facilities, hundreds of <br />recreation programs and classes, hosts dozens of special events, co -manages nearly 15,000 <br />acres of open space including nearly 150 miles of multi -use trails, offers and works closely and <br />cooperatively with dozens of non -profits and community groups to deliver a wide array of park <br />and recreation amenities and experiences to enrich the quality of life in the community; and <br />2. The District offers services such as youth recreational and enrichment classes, senior meals, <br />volunteer programs, teen activities, at -risk youth services, a community arts and cultural <br />program, a therapeutic recreation program and inclusion services, adult sports leagues, <br />community aquatics, outdoor, hiking and environmental programming, and more, plus partners <br />with non -profits which provide public access to museums, ranches, equestrian facilities, <br />community gardens, botanic gardens and more; and <br />3. While overseeing a large and diverse Recreation and Park District, Board members have the <br />opportunity and invitation to attend many meetings, conferences, seminars, ceremonial events, <br />special events and activities to increase their awareness and understanding of the District, its <br />patrons, staff, facilities, operations, and its partner organizations; and <br />4. The definition of "meeting" should be broad and inclusive. A compensable meeting may occur <br />via telephone/virtual (i.e., zoom meetings,) as well as traditional in-person gatherings. Board <br />member participation in meetings allows exposure to and involvement with the activities of the <br />District, the people residing within the District and the government, non-profit organizations <br />and community groups who help expand the availability of recreation programs and community <br />facilities available for the public; and <br />5. Members of the Board of Directors increase their understanding of and appreciation for the <br />many varied aspects of the District by having exposure to and involvement with a wide array <br />of meetings and activities in the performance of their official duties related to the District, which <br />leads to more -informed decision-making; and <br />
