October 15, 2020 <br />Page 3 <br />A. Amendment #2 to Memorandum of Understanding with the Thousand <br />Oaks Soaring Society for Use of Westlake Upper Terrace Area at Sapwi <br />Trails Community Park <br />Mooney reported this is a recommendation to enter into an Amendment #2 <br />with TOSS for their use of the upper terrace at Sapwi Trails Community <br />Park. The original agreement was entered into in October of 2016. The <br />District and this user group have worked cooperatively together and TOSS <br />continues to work well with staff and to foster interest in their group and use <br />of the site. <br />It was moved by Huffer, seconded by Cusworth, and carried 5-0 to <br />authorize General Manager to enter into Amendment #2 to <br />Memorandum of Understanding (MOU) with Thousand Oaks Soaring <br />Society (TOSS). <br />B. Public Utility Easement Deed to Camrosa Water District for an <br />Emergency Standby Generator at McCrea Ranch West <br />Mooney reported this easement will provide Camrosa Water District the <br />space needed to accommodate an emergency diesel generator. The <br />equipment will be housed in a masonry block wall and will be beige in color <br />so as to match the surrounding area. <br />It was moved by Cusworth, seconded by Holt, and carried 5-0 to <br />authorize General Manager to grant a public utility easement to <br />Camrosa Water District for an emergency standby generator at <br />McCrea Ranch West. <br />C. Conejo Recreation and Park District 30 -Year Capital Asset <br />Maintenance Plan <br />Mooney stated this plan is updated every two years and provides an <br />overview of the Maintenance Asset Plan; it includes a general review of <br />parks and facilities and serves as a guide and support tool for the Capital <br />Improvement Plan (CIP). He used, as an example of how this plan is <br />utilized, the Borchard Community Center's roof, which was originally <br />installed in 2008 at a cost of $100K.
