September 3, 2020 <br />Page 5 <br />Callis reported on plans for the upcoming Labor Day Drive -In Concert; Board <br />members will be receiving their tickets via email. She is working with the Conejo <br />Valley Chamber of Commerce and local restaurants for "Picnic in the Park" events at <br />Conejo Creek North on Thursday evenings during the month of September. She <br />referenced the latest edition of Recreation Highlights provided the Board members <br />this evening. Staff is working on a Halloween event, perhaps implementing a drive- <br />thru option. She has visited all the" Quaranteam" childcare programs and they are <br />running very well. The Therapeutics Unit is doing distanced learning with the kids; <br />they are also helping patrons with school on their computers. There are two groups; <br />one at Crowley House and one at Old Meadows. Staff hours continue to be impacted <br />due to COVID; Callis referenced some statistical information provided the Board that <br />showed the cost recovery percentages for the last three years. <br />C. Management Services Division Report <br />Smith reported on the unemployment impacts to the CRPD budget for FY 19-20 <br />which was approximately $100K; the District was reimbursed half of that amount by <br />the state due to federal legislation. This means that the $500K estimate for FY 20-21 <br />will likely be closer to $250K. She reported on how Prop 15 would affect the District <br />if it passes. The potential new property tax revenue for Ventura could be between <br />$135 and $170 million per year. After costs, 6% would go to CRPD. In 2028 (end of <br />the 5 -year phase in period), it is estimated about $4 M would go to CRPD each year <br />provided current funding formulas remain in effect. Funds could start coming in as <br />soon as FY 23-24. <br />D. General Manager's Report <br />Friedl referenced an article in today's "Thousand Oaks Acorn" reporting that the <br />California Special District Association (CSDA) had bestowed two local awards.. one <br />to the District (recognizing advocacy and outreach efforts) and one to Chair Lange <br />(Board member of the Year). A representative from CSDA will attend the next Board <br />meeting to make the formal presentations. The California Legislative session has <br />ended; there is not much to report as some of their sessions were suspended due to <br />the pandemic. Friedl formally terminated the Porter Bill lease with CalTrans today. <br />The property was cleaned up of litter and fencing repaired. Due to COVID-related <br />policies discouraging the moving of unhoused persons, several homeless <br />encampments remain on the property; that will remain an issue for CalTrans. <br />7. Directors Reports and Follow-up Reports on Meetings/Conferences Attended <br />Huffer and Holt recently attended a Finance and Audit Committee Meeting. Holt <br />attended a Conejo Coalition for Youth and Families meeting last month. Cusworth <br />attended the Young Artists' performance of the "Pirates of Penzance" and a recent <br />"Comedy Night." She reported the Stagecoach Inn is now open outside.
