DEFERRED MATTERS <br />Public Hearing Preliminary Budget Fiscal Year 2020-21 <br />Lange opened the Public Hearing. There being no public comment, he continued the public hearing <br />to the next regular Board meeting on June 18th. <br />8. ITEMS FOR DISCUSSION <br />CRPD Update regarding COVID-19 Local Emergency <br />Friedl reported on the most recent health order from Ventura County. Age limit restrictions have <br />been lifted. Friedl shared the "What's Open" information from the CRPD website; community <br />centers, playgrounds and pools remain closed. Paradise Falls has been closed due to overcrowding <br />issues. Large gatherings are still not permitted, which limits CRPD re: indoor and outdoor activity <br />programming. Special permitted activities are allowed, including childcare and other essential <br />services with specific rules and regulations. There is still no clear guidance for summer camps and <br />sports. CRPD will be using childcare regulations for its summer camps and clubs; registration has <br />opened as of June 1st. Of the 134 classes offered, 1350 patrons have enrolled. It is the intent of the <br />District and the City of Thousand Oaks to cancel the 4t' of July fireworks. On June 151 camps are <br />scheduled to begin. <br />9. NEW ITEMS <br />A. Appropriation Amount Subject to Limitation, FY 2020-2021 <br />Smith reported on the calculation required to arrive at setting the 2020-2021 appropriation <br />subject to limitation. It is state -required annual calculation designed to prevent reckless <br />spending by government entities. <br />It was moved by Huffer, seconded by Cusworth, and carried 5-0 to adopt Resolution <br />No. 060420-A setting the 2020-2021 appropriation subject to limitation, that it be <br />read in title only and all future readings be waived. <br />B. Capital Improvements Fund Grant <br />Hare reported 2020 saw the largest number of applicants and amounts requested since <br />the Capital Improvements Fund Grant program began. $100K is budgeted; staff is asking <br />the Board for the appropriation of $36K over and above this amount, which will enable all <br />the requests to be satisfied. This extra amount would come from the Woolsey fire So Cal <br />Edison settlement funds received by the District. To date, over $800K in grants have been <br />given to dozens of local organizations. Monies will be made available July 1st and projects <br />cannot be started before then. Nickles expressed concern over using So Cal settlement <br />funds for non -fire related use. <br />
