Typically, school sites can provide recreational and sports facilities
similar to the facilities maintained by the District. Assuming these school
improvements and facilities are available to the public and properties within the
District, it was determined that the school property would receive a credit for those
improvements and facilities made available and would not be assessed. However,
should the development or the availability of the facilities change, the school
property will be subject to the annual special benefit assessment and assigned a
land use designation that most appropriately reflects the use of the property (single
family residential, multiple family residential, or non-residential).
It has been determined that undeveloped properties do not receive a direct or
special benefit from the maintenance of the park improvements until such time the
property is developed. A parcel shall be considered "developed" upon the
recordation of the final tract map for properties within Specific Plans 8 and 9, by
the first of March of the current fiscal year.
