February 6, 2020 <br />Page 3 <br />Friedl reported this proposed ordinance is being introduced this evening and will <br />be considered for adoption at the next Board meeting on February 20th; if adopted, <br />it will go into effect thirty days after its adoption. He referenced the ordinance and <br />its details, which are similar to the current state park laws on smoking restrictions. <br />He outlined the reasons for allowing parking lots to remain available for smoking <br />purposes. Vaping will also be prohibited wherever smoking is prohibited. <br />Exceptions may be made, for example, for a movie shoot, a Chumash Museum <br />ceremony, etc. Regarding any infractions, an initial violation would result in the <br />issuance of a ticket, typically with a $100 fine. <br />It was moved by Cusworth, seconded by Nickles, and carried 5-0 to introduce <br />Ordinance 2020-1 Prohibiting Smoking on District Lands except parking lots <br />and set a public hearing for February 20, 2020 CRPD Board meeting to <br />consider adoption. <br />B. Amendment #3 to Contract for Drought Response Irrigation Improvements <br />and Turf Conversion Services increasing the current Fiscal Year amount not <br />to exceed from $200,000 to $300,000 at Various Park Facilities <br />Hare reported FS Contractors, Inc. was awarded a contract in June of 2016 in the <br />not -to -exceed amount of $200,000 annually for drought response irrigation <br />improvements and turf conversions at various parks; two amendments to this <br />contract have been previously agreed to. This amendment is recommended so <br />as to move forward with projects for the current year. <br />It was moved by Huffer, seconded by Nickles, and carried 5-0 to authorize <br />General Manager to execute Amendment #3 to the contract with FS <br />Contractors, Inc., increasing the current Fiscal Year not -to -exceed amount <br />from $200,000 to $300,000 for drought response irrigation improvements and <br />turf conversion services at parks throughout the District. <br />C. Re -adoption of Investment Policy <br />Lewanda reported this policy was last adopted in February of 2019. No changes have <br />been made. Pension and OPEB funds moved to the trust are not subject to this <br />policy. For clarification, it was suggested the policy be amended by adding the <br />following: <br />2.2 Funds specifically exempted <br />2.2.1 Pension and OPEB funds are in irrevocable trusts <br />It was moved by Huffer, seconded by Cusworth, and carried 5-0 to adopt the <br />District's Investment Policy, as amended. <br />
