Public Hearing and Adoption of Resolution 071819-B Making a Finding of <br />Significant Public Benefit and Other Findings in Connection with a Proposed <br />Revolving Credit Agreement for, and Issuance of Related Promissory Notes by, the <br />Mountains Recreation and Conservation Authority to Finance the Authority's <br />Grants and Annual Operating Costs <br />Huffer opened the public hearing. Friedl thanked Lewanda for the huge undertaking this <br />item required. Lewanda provided a history of MRCA's line of credit, which began in 2006, <br />and was renewed in 2009 and 2014. MRCA's business has gotten more broad and <br />complex; analysis determined what the size of the current line of credit should be. She <br />explained MRCA Is primarily a grant -driven organization and the grants are reimbursable; <br />years ago, MRCA would get the grant andthe cash. Now MRCA spends the money and <br />then invoices the grantor, which explains the need for a line of credit. The line can only be <br />spent within the footprints of CRPD, Rancho Simi Recreation and Park District and Santa <br />Monica Mountains Conservancy. An RFP was sent to five banks; staff is proposing to <br />work with BBVA USA. The partner agencies are not responsible for paying the debt. <br />Tonight, staff is simply looking for the CRPD Board to agree that there is a public benefit <br />to having this credit line in place. <br />Huffer closed the public hearing. <br />It was moved by Lange, seconded by Holt, and carried 4-0 to adopt Resolution 071819- <br />6, A Resolution of the Board of Directors of the Conejo Recreation and Park District <br />Making a Finding of Significant Public Benefit and Other Findings in Connection with <br />a Proposed Revolving Credit Agreement for, and issuance of Related Promissory <br />Notes by, the Mountains Recreation and Conservation Authority to Finance the <br />Authority's Grants and Annual Operating Costs, that it be read in title only and all <br />further readings be waived. <br />C.
