July 18, 2019 <br />Page 2 <br />It was moved by Holt, seconded by Cusworth, and carried 4-0 to approve the Consent <br />Calendar as presented. <br />7. DEFERRED MATTERS <br />A. Public Hearing — Adopt Resolution 071819-A — Adopting the Fiscal Year <br />2019-2020 & 2020-21 Budgets for All Funds <br />Huffer opened the Public Hearing. Lewanda reviewed the budget process. There is one <br />substantive change from what was presented initially; addition of the Healing Garden item. <br />Two corrections have been made as well; adding a restroom at EI Parque de la Paz for <br />$15,000 and recognizing some additional revenue. <br />Huffer closed the Public Hearing. <br />It was moved by Holt, seconded by Lange, and carried 4-0 to adopt Resolution Number <br />071819-A adopting the Fiscal Year (FY) 2019-20 & 2020-21 budgets for all funds as <br />presented and policy matter contained in the body of the memorandum, that it be read <br />in title only and all further readings be waived. <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />A. Healing Garden Improvements at Conejo Creek North Park — Approve Project; <br />Authorize Grant Agreement with City of Thousand Oaks; Waive Formal Bidding <br />Procedures; Approve Flower/Memento Policy <br />Friedl recognized the attendance at the meeting of Gary Rogers, Asst. City Manager from <br />the City of Thousand Oaks. He also acknowledged the cooperation and hard work of multiple <br />people and agencies in the creation of this public improvement. Mooney outlined and <br />highlighted the numerous recommendations contained in the staff report and provided an <br />overview and background of the project. The plan is to have the Garden open by the first <br />anniversary date of the Borderline shooting. He referenced the conceptual design and <br />various amenities to be included. Thousand Oaks Police Chief Tim Hagel met with the <br />families of the twelve victims to gather input; there was strong support for the proposed site <br />and the design. Funding for the project will come from a $250,000 grant agreement with the <br />City of Thousand Oaks. The District will be responsible for management of the construction <br />and maintenance afterwards. There will be meaningful events surrounding milestones of the <br />project. Mooney explained the reasoning behind the Healing Garden Flower/Memento Policy <br />and answered Board member's questions. <br />It was moved by Lange, seconded by Holt, and carried 4-0 to: <br />1. Determine that the Healing Garden Project is categorically exempt from the <br />California Environmental Quality Act (CEQA). <br />2. Approve Healing Garden improvements at Conejo Creek North Park <br />
