Holt, Director <br />Nellie Cusworth, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />TO: Board of Directors <br />FROM: Jim Friedl, General Mana <br />SUBJECT: Adoption of Fiscal Yea 9-20 & 2020-21 Budgets <br />RECOMMENDATION <br />Adopt Resolution Number 071819-A adopting the Fiscal Year (FY) 2019-20 & 2020-21 budgets for <br />all funds as attached and policy matter contained in the body of this memorandum. <br />DISCUSSION <br />Operating Budget <br />For FY 2019-20 and 2020-21, the District adopts budgets for the General Fund, Districtwide <br />Assessment Fund, Dos Vientos Assessment District Fund, Rancho Conejo Assessment District <br />Fund, Capital Improvement Projects and Equipment Replacement Fund. The operating budget <br />is the same as that presented and discussed at the June 20, 2019 Board meeting. <br />Revised Proposed Ten -Year Capital Improvement Plan <br />On May 16, 2019, staff presented the Board with a proposed Ten -Year Capital Improvement <br />Plan, which included the proposed Capital Improvement Projects (CIP) for the upcoming two <br />fiscal years. <br />Year One of the Plan and proposed CIP budget has been revised to adjust the revenue and <br />appropriation for the Healing Garden project ($250,000) highlighted in orange on the first page <br />of Attachment G. <br />Changes to Budget Sheet <br />Districtwide Assessment District Fund (Attachment C) <br />Changes to this fund include adjustment for the Healing Garden revenue and appropriation in <br />FY 2019-20. FY 2020-21 adjustments include the addition of COSCA capital revenue <br />($70,000) and upgrades to the restroom at Parque de la Paz ($15,000), both of which were <br />included in the proposed CIP spreadsheets but inadvertently excluded from this fund's budget <br />sheet.
