June 6, 2019 Page 3 City of Thousand Oaks as regards the operation of the Goebel Adult Community Center and the Teen Center. The JPA, formed in 1985, is recommended to be rescinded. The terms of the Land Lease are basically the same with a bit of updating and compiling (last year, an amendment to the land lease was executed to avoid its expiration.) The revised Operating Agreement for both centers strengthens, updates, and provides for consistency. The primary change is that CRPD will manage some additional maintenance and operations of the centers — paying for utilities (except for water) and also performing daily and routine custodial and pest control; the City will add additional operational money for the Teen Center and Goebel Center providing additional funds to cover the extra responsibilities CRPD will have. These costs will be included in CRPD's budget. The Custodial Amendment #1 amends the current CRPD Custodial contract with Excellent Building Maintenance (EBM) as EBM will now be maintaining the Teen and Goebel Centers in addition to their current responsibilities. The City and the District have been working together regarding a grant agreement that would provide $300,000 towards the expansion and renovation of the Teen Center and renovation of the Goebel Center (money would go towards the necessary design and pre -construction services). The City has set aside $31VI for this project. It is anticipated that an additional grant agreement will be necessary for the construction. CRPD will manage the project. The contract with RRM Design for professional services is for the Teen Center Expansion and Goebel Center renovations. Hare answered Board member's questions and was thanked for the thorough nature of his presentation/report. It was moved by Holt, seconded by Cusworth, and carried 4-0 to: 1. Authorize General Manager to enter into an agreement to rescind the Joint Exercise of Powers Agreement between the City of Thousand Oaks and the Conejo Recreation and Park District creating the Teen Center and Services Authority. 2. Authorize General Manager to enter into a land lease agreement between the Conejo Recreation and Park District and the City of Thousand Oaks to provide a senior adult facility and teen center. 3. Authorize General Manager to enter into an operating agreement between the City of Thousand Oaks and the Conejo Recreation and Park District for the Goebel Adult Community Center and the Alex Fiore Thousand Oaks Teen Center. 4. Authorize General Manager to enter into amendment #1 to the contract for custodial services between the Conejo Recreation and Park District and Excellent Building Maintenance. 5. Authorize General Manager to enter into a grant agreement with the City of Thousand Oaks for Design and Pre -Construction Activities -- Alex Fiore Teen
