DEFERRED MATTERS <br />Public Hearing Preliminary Budget Fiscal Year 2019-2020/2020-21 <br />Huffer opened the Public Hearing. There being no public comment, he continued the <br />public hearing to the next regular Board meeting on May 16th. <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />A. Amendment #2 to Memorandum of Understanding with Concerned Off - <br />Road Bicyclists Association for Use of Bike Areas at Sapwi Trails <br />Community Park <br />A discussion regarding CORBA's financial statements determined that the District <br />has the right to access CORBA's information upon request. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to authorize General <br />Manager to enter into Amendment #2 to Memorandum of Understanding (MOU) <br />with Concerned Off -Road Bicyclists Association (CORBA). <br />B. Enroll District in Clean Power Alliance Option 100% Green Power <br />Hare explained the origins of the Clean Power Alliance as a Joint Power Authority <br />including the City of Thousand Oaks. Southern California Edison will continue to <br />deliver the energy. The default option is 100% renewable energy, which would <br />increase CRPD electricity costs by approximately $24,000. Lower-cost options (at <br />50% and 36% renewable energy), as well as a complete opt -out option, are also <br />available. The City of Thousand Oaks opted for the 100% option. <br />Holt indicated CRPD is a leader in the community for environmental conservation. <br />Cusworth confirmed with Hare that CRPD could potentially opt -out at a later date if <br />the increased costs were deemed too high. Lange stated the $24,000 could be spent <br />elsewhere. Nickles posed the question as to how CRPD constituents would directly <br />benefit from the District allocating these funds in such a manner. <br />
