Landscape Maintenance Districts 92-1 (Rancho Conejo) and 94-1 (Dos Vientos Ranch) <br />Both Dos Vientos Ranch and Rancho Conejo had Landscape Maintenance Districts (LMD) <br />established as part of the development agreements with the original land developers and home <br />builders. These districts provide for the maintenance of the park and open space facilities within <br />these areas and provide funds for new capital amenities at the parks within their areas. If these <br />LMDs were not put into place by the original property owners, the parks within these communities <br />may not exist or remain unimproved lots today. <br />Partnerships & Agreements <br />The District has historically collaborated and cooperated with the City of Thousand Oaks and <br />Conejo Valley Unified School District in a variety of ways to get needed funding for desired <br />community facilities. Collaborative efforts with the City of Thousand Oaks include solar panel <br />installation, roof deck repairs, and staircase replacement at Hillcrest Center, re -roofing and re - <br />flooring of existing Goebel Adult Community Center, efforts to expand recreational opportunities <br />for active adults Districtwide, a $2,500,000 grant for Sapwi Trails Community Park, and a <br />budgeted $3,000,000 grant for expansion and renovation to the Teen Center and renovation to <br />the Goebel Adult Community Center that would provide additional recreational opportunities for <br />both facilities' patrons. Efforts with the Conejo Valley Unified School District include improvements <br />and upgrades to the pool at Newbury High School and Futsal Courts at Los Cerritos Middle <br />School. <br />That spirit of cooperation has also served well with community-based, non-profit groups, <br />community service clubs, as well as private companies and individuals. In the nine-year history <br />of the Annual Capital Improvement Grant Fund program, the District has granted an approximate <br />total of $710,000 in matching and non-matching funds to various organizations, such as Conejo <br />Valley Little League, Conejo Valley Botanic Garden, Amateur Baseball Development Group, <br />Newbury Park Pony Baseball, Las Flores Community Garden, Newbury Park Basketball <br />Association, Concerned Off -Road Bicycle Association, ETI Corral #37, Conejo Valley Historical <br />Society, and McCrea Ranch Foundation, for various capital improvements on District property. <br />Additionally, over the past decade, AYSO Region 9 has contributed approximately $1,500,000 in <br />funding for improvements at Conejo Creek South. In order to continue adding high quality <br />recreational and park facilities to the community, these community partnerships and agreements <br />are essential. <br />CONCLUSION <br />In summary, staff is pleased to present the proposed TEN-YEAR CAPITAL IMPROVEMENT <br />PLAN with the proposed Capital Improvement Budget for the next two Fiscal Years 2019-20 and <br />2020-21 for the Board's consideration and direction. <br />
