Fiscal Year X <br />New this year to the proposed TEN-YEAR CAPITAL IMPROVEMENT PLAN is Year X. As major <br />District facilities (such as Community Centers) approach 50 years of age or older, plans for future <br />needs, funding sources, and implementation should be addressed. In total, staff has identified <br />eight major projects (12 including the associated needs assessment) which total an estimated <br />$56,000,000 in costs (estimate is in 2019 dollars). <br />YEAR X <br />Conejo Community Park — Replace Existing building <br />$ 5,000,000 <br />Borchard Community Park Needs Assessments <br />$ 250,000 <br />Borchard Community Park — Replace Existing Buildings <br />$12,000,000 <br />Thousand Oaks Community Park Needs Assessments <br />$ 250,000 <br />Thousand Oaks Community Park - Replace Existing Building <br />$10,000,000 <br />Old Meadows, Crowley House, and DWS Therapeutic Unit Facility Needs <br />Assessments <br />$ 250,000 <br />Old Meadows Community Park - Replace Existing Building <br />$ 4,000,000 <br />Crowle House - Rehabilitate Existing Building <br />$ 1,000,000 <br />Develop Therapeutic Unit Facility <br />$10,000,000 <br />Dos Vientos Community Park Needs Assessments <br />$ 250,000 <br />Dos Vientos Community Park - Replace Existing Building <br />$10,000,000 <br />CommunityPool at CLU — Replace ExistingPool and Buildings <br />$ 3,000,000 <br />Major Funding Sources for Capital Projects <br />Capital Improvement Projects are budgeted using funds from Park Dedication Fees, Assessment <br />District 62-1, Landscape Maintenance Districts 92-1 and 94-1, various grants, donations and <br />cooperative agreements. As shown in the proposed TEN-YEAR CAPITAL IMPROVEMENT <br />PLAN, projected fund balances will be diminishing, and additional funding sources and <br />opportunities will need to be evaluated and utilized in order to complete the future projects. <br />Park Dedication Fees ("Quimby Fees') <br />Money for new park development, recreation and facilities and major capital repairs and <br />replacements has traditionally come from Park Dedication Fees or "Quimby Fees" connected to <br />development of new residential dwellings. The District is divided into 6 geographic zones. When <br />a new residential project pays its Quimby Fees to the District, the fees are earmarked for a CIP <br />project within the same zone as the residential project. A portion of these funds may also be used <br />to create or enhance facilities intended to serve the entire District (i.e. Conejo Creek Park). <br />As the City approaches build -out, the Park Dedication Fee revenue source will continue to <br />diminish (however, development in the Thousand Oaks Specific Plan has led to recent Quimby <br />Fees collected as well as potential future Quimby Fees). This current fiscal year, to date, Quimby <br />Fees have generated $474,895. Historically, for the past ten years, Park Dedication Fees have <br />been: <br />
