Enroll District in Clean Power Alliance option 100% Green Power. <br />2. In the alternative, choose another energy option and annually appropriate additional <br />funding for projects which enhance energy efficiency within the District (ex. solar, LED <br />lighting, retrofits, etc.). <br />DISCUSSION <br />Background <br />In California, Assembly Bill 117 cleared the way for Community Choice Aggregation (CCA) <br />programs in 2002, allowing cities, counties and joint -power authorities to aggregate their own <br />electricity, purchasing electricity at wholesale and selling it to residents and businesses at <br />competitive rates where none had existed before. <br />Clean Power Alliance (CPA) was established in 2017 as a Joint Powers Authority to provide cost <br />competitive electric services, reduce electric sector greenhouse gas emissions, stimulate <br />renewable energy development, implement distributed energy resources, promote energy <br />efficiency and demand reduction programs, and sustain long-term rate stability for residents and <br />businesses through local control. CPA currently consists of a coalition of 31 agencies across Los <br />Angeles and Ventura Counties (including the City of Thousand Oaks). <br />CPA is staffed by a team of industry experts and governed by a Board of Directors of elected <br />officials from participating cities and counties. <br />CPA will provide the generation charges, and Southern California Edison (SCE) will provide the <br />delivery and transmission charges.
