DEFERRED MATTERS Public Hearing Preliminary Budget Fiscal Year 2019-2020/2020-21 Huffer opened the Public Hearing. There being no public comment, he continued the public hearing to the next regular Board meeting on May 2nd. 8. ITEMS FOR DISCUSSION 9. NEW ITEMS A. Select External Financial Auditors — Authorize Agreement with Rogers, Anderson, Malody and Scott, LLP Lewanda explained the process involved in the RFP process and how staff arrived at the decision to recommend the selection of Rogers, Anderson, Malody and Scott LLP. It was moved by Lange, seconded by Cusworth, and carried 5-0 to authorize General Manager to sign a three-year agreement with Rogers, Anderson, Malody and Scott, LLP for external audit services. B. Consideration of Resolution No. 041819-A Directing Preparation of the Engineer's Report, Declaring Intention to Levy Assessments for 2019-20, Preliminarily Approving Engineer's Report for Districtwide Park Maintenance and Recreation Improvement District (62-1) and Providing for a Notice of Public Hearing Friedl provided a history behind the formation of Park Maintenance and Recreation Improvement Districts. Hare explained how he works annually with consultants to arrive at the figures presented and provided an overview of all three Districts. Two consultants are used; one for the Districtwide assessment and one for Dos Vientos and Rancho Conejo assessments. He also explained how the figures are calculated. The Districtwide assessment is increasing from $37.15 (FY 18-19) to $38.26 (FY 19-20). Hare will come back to the Board at their May 16th meeting with a request to consider the levying of the assessment.
