Approval of Warrants <br />Accounts Payable Check Registers Total $764,226.02 <br />Payroll $426,500.00 <br />It was moved by Lange, seconded by Holt, and carried 5-0 to approve the Consent <br />Calendar as presented. <br />7. DEFERRED MATTERS <br />Public Hearing Preliminary Budget Fiscal Year 2019-2020/2020-21 <br />Huffer opened the Public Hearing. There being no public comment, he continued the public <br />hearing to the next regular Board meeting on May 2nd. <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />A. Select External Financial Auditors — Authorize Agreement with Rogers, <br />Anderson, Malody and Scott, LLP <br />Lewanda explained the process involved in the RFP process and how staff arrived at the <br />decision to recommend the selection of Rogers, Anderson, Malody and Scott LLP. <br />It was moved by Lange, seconded by Cusworth, and carried 5-0 to authorize General <br />Manager to sign a three-year agreement with Rogers, Anderson, Malody and Scott, <br />LLP for external audit services. <br />B. Consideration of Resolution No. 041819-A Directing Preparation of the Engineer's <br />Report, Declaring Intention to Levy Assessments for 2019-20, Preliminarily <br />Approving Engineer's Report for Districtwide Park Maintenance and Recreation <br />Improvement District (62-1) and Providing for a Notice of Public Hearing <br />Friedl provided a history behind the formation of Park Maintenance and Recreation <br />Improvement Districts. Hare explained how he works annually with consultants to arrive <br />at the figures presented and provided an overview of all three Districts. Two consultants <br />are used; one for the Districtwide assessment and one for Dos Vientos and Rancho <br />Conejo assessments. He also explained how the figures are calculated. The Districtwide <br />assessment is increasing from $37.15 (FY 18-19) to $38.26 (FY 19-20). Hare will come <br />back to the Board at their May 16th meeting with a request to consider the levying of the <br />assessment. <br />
