March 7, 2019 <br />Page 2 <br />Accounts Payable Check Registers Total $246,368.06 <br />Payroll $413,000.00 <br />It was moved by Holt, seconded by Nickles, and carried 5-0 to approve the Consent <br />Calendar as presented. <br />7. DEFERRED MATTERS <br />8. A. Annual Audit Report <br />Lewanda introduced Craig Hartzheim, Partner and Bin Zeng, Supervising Senior Auditor, <br />from Moss, Levy & Hartzheim LLP. Hartzheim reviewed the responsibilities of both <br />Management and the Auditors and explained the various reports that resulted from the audit <br />process. Zeng presented the results of the subject audit, noting that the District received an <br />unmodified, or "clean," opinion. Zeng answered Board member's questions. Lewanda <br />commended her staff on their outstanding efforts during the audit process. <br />Noting that this is the final year of the five-year contract with Moss, Levy, Hartzheim, LLP, <br />Friedl and Huffer thanked the auditors for their work with District. <br />It was moved by Lange, seconded by Cusworth and carried 5-0 to accept the audit for <br />the fiscal year (FY) ending June 30, 2018, as prepared by the accounting firm of Moss, <br />Levy and Hartzheim, CPAs. <br />B. Annual Review and Adoption of Financial Reserves Policy <br />Lewanda reviewed the specifics of the recommended changes to the current Reserve <br />Policy and explained the rationale for each change. These modifications were arrived at <br />after a meeting between herself, Friedl and the Finance and Audit Committee (Holt and <br />Huffer). <br />It was moved by Holt, seconded by Lange and carried 5-0 to adopt the District's <br />amended Financial Reserves Policy, including the proposed adjustments to Reserve <br />Fund Balances. <br />C. Acquisition of Reservations Software <br />Callis reported on the proposed recommendations and presented background information <br />on the District's facility reservations system. Nine Planets has a long history of providing <br />service to the District via the current registration system; the firm has proven to be reliable <br />and cost-effective. Staff believes this new system will be of great assistance to both staff and <br />customers. <br />It was moved by Nickles, seconded by Lange and carried 5-0 to: <br />Appropriate $70,000 in the fiscal year 2018-19 equipment replacement reserve <br />fund for a custom reservation system. <br />
