Resolution 032119-B Page 2 WHEREAS, all comments were carefully analyzed and responses were prepared in the Responses to Comments section of the Initial Study/Mitigated Negative Declaration; WHEREAS, the Board of Directors was presented with the attached Conejo Creek Southwest Park Initial Study/Mitigated Negative Declaration, including the comment letters and the CRPD's responses thereto (collectively the "IS/MND"), a Project Mitigation Monitoring and Reporting Program, and the March 21, 2019 staff report and attachments thereto; and WHEREAS, on March 21, 2019, the Board held an open public hearing on and for considering its approval of the Conejo Creek Southwest Park Project. NOW THEREFORE, the Board of Directors of the Conejo Recreation and Park District makes the following declarations and findings: In accordance with CEQA Guidelines Sections 15074(a), the Board finds CRPD staff considered the IS/MND and the Project Mitigation Monitoring and Reporting Program prior to making a recommendation to the CRPD Board of Directors to approve the Project and adopt the IS/MND and the Project Mitigation Monitoring and Reporting Program; 2. In accordance with CEQA Guidelines Sections 15074(b), the CRPD Board of Directors has considered the IS/MND together with comments received during the public comment period and at the public hearing on this Project prior to taking any action on the Project. The CRPD Board finds on the basis of the whole record before it (including the IS/MND and any comments received) that there is no substantial evidence that the Project, following the incorporation of mitigation measures, will have a significant effect on the environment, and that the IS/MND reflects CRPD's independent judgment and analysis; 3. A Mitigation Monitoring and Reporting Program has been prepared for the Project ("MMRP"), which serves as the program for reporting on and monitoring the Project construction and operation, including any changes which have either been required to the Project or made as a condition of its approval, is to be enforced and used in order to mitigate or avoid significant environmental effects; that MMRP is attached to the staff report prepared for the approval of the Project and is incorporated by reference into this Resolution adopted by the CRPD Board of Directors. 4. The Board finds that the MND for the Project has been completed in compliance with CEQA and the CEQA Guidelines. NOW THEREFORE, the Board of Directors of the Conejo Recreation and Park District resolves as follows: In accordance with CEQA Guidelines Sections 15074(b) and 15074(d), the CRPD Board of Directors adopts the IS/MND and the Project Mitigation Monitoring and Reporting Program ("MMRP") for the Project, and,
