Resolution 032119-B <br />A Resolution of the Board of Directors <br />of the Conejo Recreation and Park District <br />Adopting CEQA Findings, <br />Adopting the Conejo Creek Southwest Park Project <br />Mitigated Negative Declaration, and Adopting the Project's <br />Mitigation Monitoring and Reporting Program <br />WHEREAS, in 1981, the Conejo Creek Master Plan was approved by the Board of <br />Directors; <br />WHEREAS, from 1981-1998, growing community interest and evolving community needs <br />differed from the 1981 approval; <br />WHEREAS, leading up to 1998, Conejo Recreation and Park District staff sought out <br />community representatives to serve on a focus group; <br />WHEREAS, from May 1998 to January 1999, Conejo Recreation and Park District staff <br />and the focus group met for nine work sessions; <br />WHEREAS, throughout 1998, there were three open community meetings to provide <br />feedback and input towards a revised Master Plan; <br />WHEREAS, on January 21, 1999, the Conejo Creek Master Plan was approved by the <br />Board of Directors, <br />WHEREAS, on January 13, 2018, there was an open community meeting to confirm <br />direction of the project; <br />WHEREAS, on April 5, 2018, the Board of Directors authorized a contract with RRM <br />Design Group for design services; <br />WHEREAS, from April 2018 through January 2019, Conejo Recreation and Park District <br />staff and RRM Design Group developed plans and coordinated impacts with the District's <br />environmental consultant, Envicom Corporation, which prepared an Initial <br />Study/Mitigated Negative Declaration for the Board's adoption; <br />WHEREAS, as required by the California Environmental Quality Act ("CEQA"), an Initial <br />Study was conducted and it appeared appropriate that Mitigated Negative Declaration be <br />used and one was prepared for the Project, and on January 31, 2019, a notice of intent <br />to adopt the proposed Initial Study/Mitigated Negative Declaration was circulated; <br />WHEREAS, during the 30 -day comment period of the prepared Initial Study/Mitigated <br />Negative Declaration, three (3) comment letters/emails were received and are included <br />in the "Response to Comments" section attached hereto, <br />
