February 21, 2019 <br />Page 2 <br /> <br /> A. Calleguas Municipal Water District Request for Easement Deed at Sapwi Trails <br />Community Park <br /> <br /> Hare explained that CRPD was approached by Calleguas to be granted a 10’ wide by 8’ long <br />easement to run a fiber optic line at Sapwi Trails Community Park for a one-time fee of $500. <br />He answered questions from the Board. <br /> <br />It was moved by Holt, seconded by Nickles, and carried 5-0 to authorize General <br />Manager to grant an easement to Calleguas Municipal Water District for the <br />installation of a fiber optic line at Sapwi Trails Community Park adjacent to Erbes Road <br />Pump Station, also known as, Lindero Canyon Pump Station. <br /> <br />B. Re-adoption of Investment Policy <br /> <br />Lewanda discussed the District’s historical investment policy. She explained the current <br />reserves and investment pools. She fielded questions and comments from the Board. At the <br />request of Huffer, Lewanda said she would investigate receiving the investment reports <br />quarterly rather than monthly. <br /> <br />It was moved by Holt, seconded by Nickles, and carried 5-0 to adopt the District’s <br />investment policy. <br /> <br />C. Amended Purchasing Policy <br /> <br />Hare explained that State laws have changed since the last time we reviewed the purchasing <br />policy in 2015 regarding an increase in purchasing limits. Adopting the revised purchasing <br />policy would allow staff more flexibility and efficiency to execute projects. Hare answered <br />questions from the Board. <br /> <br />It was moved by Lange, seconded by Holt, and carried 5-0 to adopt the revised <br />Purchasing Policy. <br /> <br />D. Conejo Recreation and Park District’s Response and Recovery Efforts – Landscape <br />Restoration Improvements at North Ranch Neighborhood Park <br /> <br />Hare discussed the revised concept plan for North Ranch Neighborhood Park as a result of <br />meeting with neighborhood representatives. Hare answered questions from the Board. The <br />Board complimented Hare and Friedl for their work, professionalism, and collaboration on <br />this fire restoration landscape design effort. <br /> <br />It was moved by Cusworth, seconded by Nickles, and carried 5-0 to approve revised <br />concept plan for landscape design at North Ranch Neighborhood Park and authorize <br />staff to proceed with park completion. <br /> <br /> <br /> <br />
