NEW ITEMS <br />A. Very Large Community Events at Conejo Creek North and Conejo Creek South Parks <br />Friedl reported this recommendation stems from a history of large events held at Conejo <br />Creek North (CCN) and Conejo Creek South (CCS). Sharing public facilities can be <br />challenging; the goal is to work within the venue's parameters and be mindful of any impacts <br />to the park and the surrounding neighborhoods. Over the years, the Board has approved <br />Conejo Valley Days, the Chili Cookoff and the Oakheart Country Music Festival. An Ad hoc <br />committee of Gibson and Huffer met over a year ago to come up with a policy/way to address <br />the issues inherent in the many organizations looking to use CCN and/or CCS for very large <br />events. <br />It was moved by Lange, seconded by Huffer, and carried 4-0 to approve up to three <br />very large events at Conejo Creek North and Conejo Creek South Park (Chili Cook -off <br />at Conejo Creek North and Conejo Valley Days and Oakheart Country Music Festival <br />at Conejo Creek South.) <br />B. Rotary Club of Westlake Village Oakheart Country Heart Music Festival — 2019 Annual <br />Agreement and Permit Conditions, Conejo Creek Park <br />Hare reported the proposed agreement is substantially similar to prior years; the only major <br />difference is the Rotary Club would like to raise ticket sales from a maximum of 8,000 to a <br />maximum of 9,000. Staff does not believe this will have an impact on the event operations or <br />on the park. Last year, over $100,000 was raised with $82,000 donated to Rotary charities. <br />An issue raised by neighbors last year was the pick up spot utilized by Uber and Lyft. Event <br />planners will redouble their efforts this year to mitigate this issue. Gibson expressed concern <br />regarding the CEQA exemption due to the requests for increasing maximum ticket sales from <br />8,000 to 9,000. <br />It was moved by Lange, seconded by Huffer, and carried 3-1 (Gibson voting No) to: <br />1. Determine that the Rotary Club of Westlake Village Oakheart Country Music <br />Festival for 2019 is categorically exempt from the California Environmental <br />Quality Act; and <br />It was moved by Huffer, seconded by Gibson, and carried 4-0 to: <br />2. Authorize General Manager to execute the Oakheart Agreement for 2019. <br />
