October 18, 2018
Page 3
informative presentation and appreciation was expressed by the Board to CRPD staff
for all their hard work in achieving these results.
It was moved by Lange, seconded by Jones, and carried 4-0 to approve the
Annual Update Report on the District's Water Conservation Plan.
B. Three Deck Mower Purchase in the amount of $59,952.65
Hare reported on the process used in the Request for Proposal, wherein warranties,
servicing obligations and product performance were evaluated, in addition to the
price of the product. A general requirement was developed, and information was
requested from three distributors. After careful evaluation, the Turf Star was found
to be the superior mower; it would provide the greatest productivity, effectiveness
and efficiency.
It was moved by Huffer, seconded by Jones, and carried 4-0 to award the
purchase of a Toro Groundsmaster 4000-D Tree Deck Mower from Turf Star in
the amount of $59,942.65.
C. Award Bid for Oakbrook Neighborhood Park Playground Improvement Project
in the amount of $199,000 plus contingency in the amount of $20,000, totaling
$219,000
Hare reported on the bid process; 17 interested bidders attended the mandatory pre-
bid meeting and eight bids were received. Unlimited Engineering provided the lowest
bid. This firm has performed projects of similar size and scope including several
projects with the District. Their bid is noticeably lower than others received, most
likely due to the fact that their work is not generally subbed out.
It was moved by Huffer, seconded by Lange, and carried 4-0 to:
1. Determine that the Oakbrook Neighborhood Park Playground Improvement
Project is categorically exempt from the California Environmental Quality
Act (CEQA).
2. Approve playground improvements at Oakbrook Neighborhood Park.
3. Award bid to Unlimited Engineering Contracting Inc. for $199,000 plus
contingency in the amount of $20,000, totaling $219,000 for removal of
existing play equipment, sand, installation of concrete ramps, curbs,
walkways, play fiber, and new play equipment.
