November 2; 2000 <br />Page 3 <br />Referencing the conceptual plan, Pluth identified and discussed uses of the <br />building, including District administration offices, theater area, rehearsal <br />room, utility and patio areas, and design and building parameters. <br />In response to Board inquiries, Ward and Pluth explained that wherever <br />possible, existing building layout would be used; all federal guidelines <br />relative to asbestos have been satisfied; recurring annual maintenance costs <br />for the facility, including janitorial, utilities, maintenance, and landscaping are <br />expected to be $175,000; $800,000, the District's portion of costs related to <br />building improvements, may be covered by the disposition of Park Place, and <br />possibly a financial agreement with the City of Thousand Oaks; operational <br />costs may be offset to some extent by fees and revenues; and there is ample <br />parking space. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to adopt <br />conceptual Use Plan as outlined; direct staff to draft Operating <br />Agreement and Financial Agreement for review and adoption by Council <br />and Board; and direct staff to develop Amendment to Architectural <br />Contract for review and approval. <br />Ward recognized staffs proactive and professional approach to the project, <br />and said the building will be an asset to the community. <br />Lange thanked Mayor Gillette, Board Chair Berger, City Manager Lazz, and <br />Ward for their support and interest in the project. <br />B. Addition Of Wildwood Park Trail Rehabilitation Project To 2000-01 <br />Capital Improvement Project Budget <br />Sorensen stated that in order to comply with accounting requirements <br />associated with the required 20 percent match of $12,570 established by the <br />grant, it is necessary to create a project number and account for this project, <br />even though no District funds will be expended. <br />It was moved by Lange, seconded by Holt, and carried " to add the <br />Wildwood Park trail rehabilitation project to the 2000-01 Capital <br />Improvement Project budget. <br />
