April 19, 2018 <br />Page 4 <br />Hare reviewed the rationale for grouping three capital improvement projects together <br />into one bid package. Six bids were received. Unlimited Engineering was the low <br />bidder; they have previously completed projects for the District of similar size and <br />scope. <br />It was moved by Jones, seconded by Lange, and carried 5-0 to: <br />Approve items 1 — 5 and all subparts below. <br />1. Take the following actions regarding the Borchard Community Park Fitness <br />Improvement Project: <br />a. Determine that the Borchard Community Park Fitness Improvement <br />Project is categorically exempt from the California Environmental <br />Quality Act (CEQA). <br />b. Approve construction of fitness improvements at Borchard Community <br />Park. <br />c. Recognize revenue and appropriate $2,570 for grant funds from <br />CalRecycle Tire -Derived Product Grant to Borchard Community Park <br />Fitness Improvement Project. <br />d. Appropriate $139,430 from Districtwide Fund Balance to Borchard <br />Community Park Fitness Improvement Project (account 62-805-811- <br />81702.018). <br />2. Take the following actions regarding the Thousand Oaks Community Park <br />Fitness and Walking Track Improvement Project: <br />a. Determine that the /thousand Oaks Community Park Fitness and <br />Walking Track Improvement Project is categorically exempt from the <br />California Environmental Quality Act (CEQA). <br />b. Approve construction of fitness and walking track improvements at <br />Thousand Oaks Community Park. <br />c. Recognize revenue and appropriate $1,515 for grant funds from <br />CalRecycle Tire -Derived Product Grant to Thousand Oaks Community <br />Park Fitness and Walking Track Improvement Project. <br />d. Appropriate $248,485 from Districtwide Fund Balance to Thousand <br />Oaks Community Park Fitness and Walking Track Improvement Project <br />(account 62-803-811-81003.015). <br />3. Take the following actions regarding the Spring Meadow Park Playground, <br />Fitness, Walking Path and Miscellaneous Improvements Project: <br />
