Willdan Financial Services Proposal to Provide Professional Consulting, <br />Engineer of Work and Levy Administration Services for Conejo Recreation and <br />Park Landscaping Maintenance District No. 92-1 (Rancho Conejo) and No 94-1 <br />(Dos Vientos Ranch) <br />Hare reported the subject proposal's annual cost is $12,000, well below the $30,000 <br />threshold needed for Board approval; however, the term is for five years. The proposal <br />provides the District with the necessary professional services to levy the two <br />assessments and guarantees the continued flat annual rate of $12,000 plus incidental <br />expenses (historically less than $1,000 per year) annually through f=iscal Year 2022- <br />23. <br />It was moved by Huffer, seconded by Jones, and passed "to authorize General <br />Manager to accept proposal from Willdan to serve as the Engineer of Work and <br />provide professional consulting and levy administration services for Conejo <br />Recreation and Park Landscaping Maintenance District No. 92-1 (Rancho Conejo) <br />and No. 94-1 (Dos Vientos Ranch) <br />D. Adopt Resolution 031518-A authorizing the District to apply to the California <br />Natural Resources Agency for Grant Funding through the Urban Greening Grant <br />Program <br />Friedl reported Parks and Planning staff have worked diligently to prepare this grant; <br />Hare reported the District is seeking a total grant award of $3.7M from the California <br />Natural Resource Agency's Urban Greening Program. Two applications will be <br />submitted: one for Conejo Creek Southwest and the other for turf conversion projects at <br />various parks (Thousand Oaks Community Park, Waverly Park, Fiore Playfields, Conejo <br />Community Park, Glenwood Park, Estella Park, El Parque de la Paz and Russell Access <br />Strips). A Board Resolution is required for the applications; grant recipients will be <br />notified in the fall. <br />It was moved by Jones, seconded by Huffer and passed 4-0 (Gibson abstained) to <br />adopt Resolution 031518-A, authorizing the District to apply for grant funding <br />through the Urban Greening Grant Program, with funding to be used towards the <br />development of Conejo Creek Southwest and, in a separate application, urban <br />greening improvements, at multiple park locations in Zones I, lll, and IV, that it be <br />read in title only, and all further readings be waived. <br />(Gibson left meeting at 8:39 pm) <br />10.
