Amendment #1 to Rotary Club of Westlake Village Oakheart Country Music <br />Festival 2018 Agreement and Permit Conditions, Conejo Creek Park <br />Hare referenced the supplemental information provided after the board packet's <br />publication, which clarifies that off-site parking for the event is expected to include <br />parking at Thousand Oaks High School, as well as at District park properties, and <br />that these properties have been used for districtwide, large-scale community events <br />in the past. He gave a brief history of this year's Oakheart Festival Agreement, <br />wherein it was approved by the Board on November 2nd, 2017 and was brought back <br />to the Board on December 7th with an amendment requesting authorization for an <br />increase in ticket sales from 7,000 to 8,000. The Board took no action at that time; <br />staff was directed to return with additional information regarding the <br />recommendation's California Environmental Quality Act (CEQA) compliance. Staff <br />has determined that the Oakheart event is categorically exempt from CEQA. Gibson <br />suggested modifying the Permit Conditions to reflect the designated route for the <br />shuttles, so as to avoid any route shortcuts via Montgomery Road. <br />It was moved by Jones, seconded by Huffer, and carried 5-0 to: <br />1. Determine that the Rotary Club of Westlake Village Oakheart Country Music <br />Festival (OAKHEART) Agreement for 2018 is categorically exempt from the <br />California Environmental Quality Act (CEQA). <br />2. Authorize General Manager to execute Amendment #1 as amended (i.e., <br />amending the Permit Conditions to include a map with the designated <br />shuttle bus routes and the avoidance of Montgomery Road) to the <br />OAKHEART Agreement for 2018. <br />B. Appropriate Federal Management Agency Mitigation Funds for Additional <br />Bridge in Wildwood Regional Park Project <br />Hare reported staff has been working with the City of Thousand Oaks and Conejo <br />Open Space Conservation Agency (COSCA) to construct an additional bridge in <br />Wildwood Regional Park, to allow for trail and vehicular access across the creek and <br />allowing a defined route between Santa Rosa Equestrian Park and Wildwood <br />Canyon. Last June, as part of the budget process, the Board approved $370,000 <br />from the Wildwood flood repair for this project; the intent was for the District to <br />contribute funds and the City to do the design and manage the construction. District <br />staff recently identified FEMA mitigation money in the amount of $284,000 for this <br />project. On December 17, 2017, the City took a step closer to constructing the <br />bridge by taking several actions regarding financing, including District's contribution <br />
