Rochelle Callis <br />CRPD Therapeutic Recreation Program Final Report and Recommendations <br />September 8, 2017 page 4 <br />In 2011, CRPD updated its Strategic Plan to identify actions, activities, and planning efforts necessary <br />for continued success in the operation and management of the park system. The Board of Directors <br />approved the 2011-2015 Strategic Plan in May 2011. The Board updates this five-year plan on an <br />annual basis. <br />Philosophy <br />The District exists to serve the public. Created by the people of Conejo Valley, it uses a form of local <br />government to provide this service. The purpose of CRPD is to contribute to the quality of life in the <br />Conejo Valley by creating opportunities for more enjoyable leisure experiences. This is accomplished <br />through the provision of convenient and pleasant areas and facilities, conservation of recreation <br />resources, and a comprehensive and satisfying program of recreation activities and services, including <br />Therapeutic Recreation Programs, for all the citizens of the community. <br />It is of importance to note that the District has no obligation to provide certain services or <br />opportunities. There is no legal obligation to provide services like those at Goebel for adults. Nor is <br />there an obligation to provide a Teen Center, Borchard Community Center, a skatepark, art <br />opportunities, swim lessons, or sport opportunities. The District provides these because it <br />acknowledges the desire of the community to receive these. <br />Not every community provides Therapeutic Recreation Programs. On page 7 below, we define and <br />discuss the difference between Therapeutic Recreation programs, and supports mandated by the <br />Americans with Disabilities Act (ADA) for persons who choose to participate in the most inclusive <br />setting, alongside people without disabilities. <br />As an arm of local government, a role of CRPD is to serve as a catalyst for community effort. It does so <br />by employing tools and time, promoting interagency cooperation, and constructing and operating <br />facilities. As a local government, it can do so in a more effective and efficient manner than any one <br />individual or private organizations. The vision of the District is to serve the community well, and to do <br />so in a way that the District achieves recognition as a top recreation and park district in the nation. <br />To accomplish this, the District must: <br />• Be financially stable <br />• Be the primary source of leisure activities and services <br />• Match programs and facilities to demographic needs (another reference to the TR Program) <br />Distinguish CRPD as a leading partner with other agencies and organizations for recreation, park <br />and open space needs <br />0 Be an employer of choice <br />THE W -T GRO <br />DBA RECREATION ACCESSIBILITY CONSULT C <br />ONE SOURCE.
