Rochelle Callis <br />CRPD Therapeutic Recreation Program Final Report and Recommendations <br />September 8, 2017 page 33 <br />and facilities for advice regarding inclusion requests, or disability awareness training, or other <br />similar services. <br />PROJECTED FISCAL IMPACT: as some of the other recommendations here, such as legacy staff <br />and driver, will minimize the "loaned" employee issue, we project no fiscal impact if CRPD <br />adopts the other recommendations. <br />OTHER ANALYSIS AND DISCUSSION <br />I. As configured, can the Therapeutic Recreation program meet existing demand? <br />M <br />The Therapeutic Recreation Program has a limited number of registrants. It has a contracted or <br />reduced number of programs. The programs it offers are of a short duration. Arguably, it is not <br />meeting demand today. <br />Those in the program value it. As we see from the feedback of families currently served, the <br />programs offered by Therapeutic Recreation are greatly appreciated by the public. <br />2. Are there underserved or unserved populations of persons with disabilities within the District? <br />Yes. <br />The Therapeutic Recreation Program currently serves few children under the age of 14. In addition, <br />It does not serve many of the teens and young adults that are eligible because it lacks program <br />capacity, and has an insufficient number of programs. The programs offered fill quickly, and <br />waiting lists are developed. The waiting lists are rarely satisfied. The program lacks capacity. <br />Other populations are unserved, including people with physical disabilities, people who are deaf or <br />hard of hearing, people with mental health issues, and those teens and very young adults who are <br />transitioning from special education services. <br />The populations served most often by therapeutic recreation programs includes persons on the <br />autism spectrum and persons with cognitive impairments. Think of those two groups as the niche <br />of the Therapeutic Recreation Programs. The Program is very, very good at serving these two <br />populations. Again, the Therapeutic Recreation Program lacks capacity... these two populations are <br />the highest incidence populations. <br />There are few if any older adults with disabilities served and this demographic group, as noted in <br />the report, is the fastest growing demographic group in the United States.
