September 7, 2017 <br />Page 2 <br />7. DEFERRED MATTERS <br />9. NEW ITEMS <br />A. Award Bid for Banyan Park Phase 2 Development Project in the amount of <br />$940,000 <br />Hare reported bids came in higher than had been budgeted for and described the <br />recommendations below. <br />It was moved by Huffer, seconded by Holt and carried 4-0 to: <br />1. Transfer appropriation of $175,000 from Park Amenities Improvements <br />at Borchard Community Park Project (account 62-805-811.81702.018) and <br />$275,000 from Replace Fitness Path with All Weather Surface at Thousand <br />Oaks Community Park Project (62-803-811-81003.015) to Banyan Park Phase <br />2 Development Project (account 62-805-811-81901.006); <br />2. Appropriate $25,000 from Unassigned Fund Balance to Banyan Park Phase <br />2 Development Project. <br />3. Award bid to FS Contractors for $870,000 plus contingency in the amount <br />of $70,000, totaling $940,000 for construction of walkways, landscaping, <br />shade structure and site amenities. <br />B. Rebid for Conejo Creek West Dog Park Parking Lot Project <br />Hare reported the bids came in higher than projected/budgeted and staff recommendation is <br />to reject all bids and requested the Board to authorize staff to rebid the project. <br />It was moved by Huffer, seconded by Holt and carried 4-0 to reject all bids and <br />authorize staff to rebid the project after appropriate adjustments to the contract <br />documents. <br />Director Gibson departed the meeting at 7:40pm. <br />8. ITEMS FOR DISCUSSION <br />A. Near Term Planning for Capital Projects <br />Friedl said it appears that the bidding environment has become more favorable to <br />contractors. As a result, capital project bids seem to be coming in higher than anticipated. <br />In order to do the planned projects at high costs, some other projects may need to be <br />delayed. <br />
