Consideration of a Brush Clearance Easement for Lawrence and Cheryl Hawkinson <br />Residing at 172 Mayflower Street <br />It was moved by Huffer, seconded by Jones and carried 5-0 to approve the Consent <br />Calendar. <br />7. DEFERRED MATTERS <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />A. Award Bid for Sapwi Trails Community Park Project to Access Pacific in the amount <br />of $6,230,000 plus authorize Contingency, Professional Services, Fees and Related <br />Costs for a total of $7,400,000; and authorize General Manager or his designee to <br />enter into Grant Agreement with the Santa Monica Mountains Conservancy <br />Hare discussed history of the development of Sapwi, previously known as Lang Ranch <br />Community Park, and the community partnerships in developing the Master Plan for the <br />park. He explained the bid protests from Granite Construction and Saifco. <br />Hare fielded questions and comments from the Board, including clarification regarding the <br />various fund balances, timeframe of the project, and the uniqueness of the park and the <br />variety of activities. <br />Lange discussed a Mountains Recreation & Conservation Authority project at Franklin Ibar <br />Park by Access Pacific and shared photos. <br />Jones asked Sellers regarding CRPD's legal exposure from the bid protests. Sellers stated <br />that he is confident in CRPD's legal position. <br />It was moved by Gibson, seconded by Holt, and carried 5-0 to: <br />1. Waive minor irregularity in Access Pacific Inc. bid submittal. <br />2. Deny Granite Construction Company's protest of Access Pacific Inc. bid <br />submittal. <br />3. Deny Saifco Construction protest of Access Pacific Inc. and Granite <br />Construction Company bid submittals. <br />4. Authorize General Manager or his designee to enter into grant agreement <br />with the Santa Monica Mountains Conservancy. <br />5. Appropriate $462,000 from Fund 13 Balance to Sapwi Trails Community Park <br />Project (account 62-802811-80502-003). <br />
