February 2, 2017 <br />Page 3 <br />Beth Willer -Horwitz, Westlake Village, expressed concern over the turf conversion and <br />wants to see more grass returned to Triunfo Community Park. <br />Jake Nonnemaker, Westlake Village, would like more acreage added to the staff's current <br />recommendations for returning turf to Triunfo Community Park. <br />Ellen Cheney, Westlake Village, is concerned about removal of turf at Triunfo Community <br />Park and lack of usable space. <br />Janet Wall, Westlake Village, is concerned over the health of the large oak trees in Triunfo <br />Community Park and enforcement of local oak tree ordinances. <br />Yvonne Rockwell, Westlake Village, expressed concern over the emphasis on the <br />protection of sports fields vs. other space in local parks. <br />Judy Baukus, Westlake Village, expressed concern over uses of Triunfo Community Park <br />and the emphasis on sports and concerts at other local parks. <br />David Palmer, Westlake Village, expressed concern over reclaimed water usage at Triunfo <br />Community Park. <br />Joel Engle, Westlake Village, expressed concern over changes made at Triunfo <br />Community Park. <br />Malena Riggs, Westlake Village, expressed concern over the necessity of continuing with <br />Phase 3 at Triunfo Community Park. <br />Hans Doerr, Westlake Village, expressed concern over the landscaping and visibility issues <br />at Triunfo Community Park. <br />Board members thanked all the speakers for their comments and expressed appreciation <br />for the passion they have for Triunfo Community Park. Additionally, they addressed the <br />speaker's concerns and emphasized the need for water conservation and the necessity to <br />adapt to the changing environment. <br />It was moved by Jones, seconded by Gibson, and carried 4-0 to approve staff <br />recommendation, plus restore some irrigated turf, as well as non -irrigated turf areas, <br />as modified by the attached map. <br />B. California -American Water Company Proposed Rate Increase — Participate with City <br />of Thousand Oaks in Pending Rate Case Al 60700 in amount not to exceed $25,000 <br />Friedl referenced the staff report and supporting documentation; should the Board so move, <br />the District would be authorized to participate in the subject California American Water Rate <br />Case. The effect of Cal -Am Water's suggested consolidation of geographic districts would <br />result in benefiting communities vastly different and geographically disconnected from the <br />District's and would result in significant increased water rates in Thousand Oaks.
