Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex ward <br />DATE: <br />May 22, 2014 <br />TO: <br />Board of Directors <br />FROM: <br />The Board's General Manager Contract Review Committee <br />SUBJECT: Proposed Restated and Amended Employment Contract with the <br />District's General Manager <br />RECOMMENDATION <br />Adopt the attached updated AMENDMENT TO AND FULLY RESTATED EMPLOYMENT <br />AGREEMENT BETWEEN CONEJO RECREATION AND PARK DISTRICT AND GENERAL <br />MANAGER, and authorize the Chair to sign such on behalf of the District. <br />DISCUSSION <br />The Board had directed the General Manger Contract Review Committee, consisting of Board <br />Chair Joe Gibson and Vice Chair Ed Jones, to meet with the General Manager and legal <br />counsel to revise and update the current contract for the General Manager with the General <br />Manager, Jim Friedl, including: 1) make any legally required revisions, 2) add any missing or <br />needed provisions, and 3) clarify various aspects of the employment contract. The Board <br />previously completed an evaluation and salary discussion with the General Manager in <br />December of 2013, and no change in the total compensation for the General Manager has <br />been made under this revised and restated contract. <br />The following summarizes the changes: <br />• Eliminate longevity pay to comply with recent changes in the state laws. <br />• Remove "executive compensation" and include such compensation as part of "salary." <br />Therefore, the amount previously included as "executive compensation" is now simply <br />included in the General Manager's annual salary. <br />Cap the General Manager's unused accrued vacation hours not to exceed 1080 hours. <br />Hours accrued beyond this amount must be used or cashed out to keep the accrual <br />under the specified amount.
